Killings of Paoua in CAR

Following the killings by the armed group known as 3R in the region of Paoua in Central African Republic (CAR), the government asked the group’s leader Sidiki to bring all the responsible individuals to justice. 

On 31 May, the government set up a mission with the African Union, Economic Community of Central African States (ECCAS) and United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). They met with 3R’s leader Sidiki, in Niem-Yelewa, a rural breeding village located in the Bouar region, to shed light on these massacres that have left dozens of victims. 

The government has, in particular, asked the rebel leader, who has already handed over three of his men to justice to hand over all the other responsible individuals for the killings Paoua.

Following the signing of the peace agreement signed in Bangui on 6 February, Bi Sidi Souleymane (aka Sidiki), was appointed “special military adviser” to the Prime Minister, in charge of setting up mixed units involving members of the Central African Armed Forces and armed groups.

Anxious to dissociate his armed group from these killings, the leader of the 3R, Bi Sidi Souleymane (alias Sidiki), described the authors of the massacre of Paoua as mere “criminals.”

The killings in Paoua constitute the first flagrant violation of the peace agreement signed last February between the government and 14 armed groups that control a large part of the Central African Republic.

MINUSMA also expects the 3R to undertake immediate disarmament under the National Disarmament Program and to participate in the formation of the joint Special security units provided for in the Peace Agreement~MINUSCA
